Rob has served for the last five years as the Strategic Account Executive for the Health Group at Leidos Inc. in Reston, VA. where he previously served as the Acting Deputy Health Group President.
Prior to coming to Leidos he served as the Assistant Secretary and Chief Information Officer for the Office of Information and Technology (OI&T) at the Department of Veterans Affairs. Simultaneously served as the Principal Deputy Assistant Secretary and Deputy CIO at the VA. Oversaw the day-to-day activities of VA’s $4.5 billion IT budget and more than 20,000 government and contract personnel to ensure that VA has the IT tools and services needed to support our Nation’s Veterans. Mr. Thomas previously served as the Deputy Assistant Secretary for OI&T’s Enterprise Program Management Office, directing all aspects of the portfolio, program, and project management process and providing strategic leadership over all software development, testing, delivery, and sustainment.
Before coming to the Department of Veterans Affairs (VA), Mr. Thomas served as Deputy Chief Information Officer and Chief Information Officer (CIO) at the Federal Emergency Management Agency (FEMA), Washington, D.C. He had oversight responsibilities for all FEMA information systems including governance, planning, budgeting, engineering, development, security and operations. Prior to this, Mr. Thomas was Vice President of Enterprise
Transformation for Accenture LLC. Other roles include Deputy Chief of Staff for Warfighting Integration and
Deputy CIO, Department of the Air Force, and Executive Director, Air Force Personnel Center, Randolph Air Force Base, Texas. Additionally, he served as an adjunct professor at Cal State teaching systems engineering. He is both Federal (CEU) and DoD certified enterprise architect.
Mr. Thomas’ notable awards include the VA Secretary’s Award (2016); the Hall of Fame,
Enterprise Architecture, FEAC and John Zachman (2013); Lifetime Achievement Award, Enterprise Architecture, FEAC and Digital Government Institute (2010); Decoration for Exceptional Civilian Service (2006); Meritorious Executive Presidential Rank Award (2005); and Federal 100 (2000) and a number of military awards and decorations while in uniform.
